Establishes a Legislative Commission on Cybersecurity consisting of eight members: four senators (two appointed by the senate majority leader and two by the senate minority leader) and four house members (two appointed by the speaker and two by the minority leader).

Commission members serve two-year terms beginning upon appointment and expiring upon appointment of a successor after the opening of the next regular session in odd-numbered years.

Commission duties include providing oversight of state cybersecurity measures, reviewing state agency policies and practices regarding cybersecurity, recommending policy changes, and drafting legislation to strengthen the state's cybersecurity infrastructure.

Commission must meet at least three times per calendar year; meetings are public except the commission may close meetings to safeguard cybersecurity, with closed meeting records sealed for eight years.

Commission sunsets December 31, 2028; initial appointments must be made by July 1, 2019, with the first meeting convened by August 15, 2019, and at least two meetings required in 2019.
