Divides Independent School District No. 279, Osseo, into five single-member election districts, with one board member elected from each district and two additional members elected at large.

Requires election districts to be as equal in population as practicable and composed of compact, contiguous territory, using federal decennial census figures or a special census.

Mandates candidates for single-member district seats to be residents of their respective districts, though existing board members are not disqualified if district boundaries change during their term.

Becomes effective upon the school district governing body's compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3, with a deadline of August 10, 2020.

If local approval is not completed by August 11, 2020, requires the school district to submit the question to voters at the 2020 general election for majority approval.
