• Adds unfair practice restrictions on motor vehicle manufacturers, distributors, and factory branches regarding franchise dealer relationships, including prohibitions on arbitrary territory changes, unreasonable facility requirements, and performance standard discrimination

• Allows licensed dealers to individually determine vehicle base value for registration tax purposes using manufacturer suggested retail price information, with registrar acceptance required

• Creates Driver and Vehicle Services Executive Steering Committee with representatives from Department of Public Safety, dealers associations, deputy registrars, and auto auctioneers to advise on vehicle titling and registration system governance, with initial report due February 15, 2020 and committee expiration June 30, 2026

• Allows temporary motor vehicle permits to be issued for up to 180 days when the vehicle information system cannot complete transactions in timely manner, effective immediately upon enactment
