Establishes a website accessibility grant program to award grants to local governments for improving website accessibility for persons with disabilities.

Creates a Website Accessibility Grant Advisory Council consisting of representatives from the League of Minnesota Cities, Association of Minnesota Counties, Minnesota Council on Disability, one public self-advocate appointed by the governor, and the state chief information officer.

Requires the advisory council to review grant applications and establish uniform, objective criteria for evaluation that ensures equitable geographic distribution and availability without regard to local government population size.

Mandates the commissioner submit annual reports to legislative committees beginning January 15, 2020, detailing grant applications received, awards made, geographic distribution, and grant amounts and uses.

Appropriates $100,000 for fiscal year 2020 and $100,000 for fiscal year 2021 from the general fund to the commissioner of administration for the grant program.
