All members participating in a meeting by interactive television must be able to hear and see one another and all discussion, testimony, and votes.

Members of the public at the regular meeting location must be able to hear and see all discussion, testimony, and votes of members.

At least one member of the body must be physically present at the regular meeting location, and each location where a member is present must be open and accessible to the public.

Members serving in the military on required drill, deployment, or active duty may participate from a non-public location without restrictions.

Members may participate from a location not open to the public no more than three times in a calendar year; meeting minutes must identify members appearing by interactive television and state the reasons for their remote appearance.
