Secretary of state or county auditor must contract with American Translators Association-certified translators to develop voting instructions and sample ballots in Spanish, Hmong, and Somali languages in print, electronic, and audio-visual formats.

Secretary of state or county auditor must designate language minority precincts no later than 90 days before an election by determining voting-age residents who are language minorities lacking sufficient English skills, in consultation with the state demographer.

Precincts with 3 percent or more language minority residents must receive at least 2 copies of translated materials; precincts with 20 percent or more must receive at least 4 copies and at least one American Translators Association-certified election judge to translate in the applicable language.

Translated materials must be made available as voter references and at least one sample ballot and instruction set in each applicable language with notice of availability must be posted in a conspicuous location in each polling place.

Repeals Minnesota Statutes 2018, section 204B.27, subdivision 11, which previously allowed the secretary of state discretionary authority to develop translated voting instructions.
