Authorizes the commissioner of education to make direct payments of state grant refunds and postsecondary child care grants to students affected by the March 8, 2019 closure of Argosy University, Twin Cities.

Allows reversal of SELF loan disbursements made to Argosy on or after January 1, 2019, and provides the state subrogation rights to pursue claims against legally responsible parties including Argosy.

Establishes October 31, 2019 as the deadline after which no further payments to students will be processed.

Requires the commissioner to report to legislative committees with higher education jurisdiction by November 30, 2019, detailing actions taken, available transfer options for students, and suggested legislative measures to prevent future school closures.

Expires June 30, 2020.
