School districts, intermediate school districts, cooperatives, and charter schools must contribute a minimum of 83 percent of annual health insurance premiums for individual employees and 72 percent for employees with dependents.

Employers must contribute a minimum of 50 percent of the annual out-of-pocket maximum for health benefits in both individual and dependent coverage scenarios.

Schools unable to meet these requirements must submit a plan to the commissioner of education demonstrating how they will reach full compliance within two years.

Schools receive per-pupil financial assistance from the state to fund these health benefit contributions and may levy locally for amounts equal to state assistance provided.

Provisions become effective January 1, 2020, and apply to health benefits offered, issued, or renewed on or after that date.
