Requires providers of online pornographic material available to Minnesota residents on a commercial basis to verify the age of individuals viewing or purchasing such material.

Defines "pornographic material" as video, still images, or series of images with or without sound reasonably assumed to be produced solely or principally for sexual arousal.

Mandates that pornographic material on provider websites not be accessible to individuals under age 18 and requires use of age verification software and identity verification consistent with industry best practices.

Directs the Commissioner of Commerce to issue guidelines regarding age verification software and online identity verification for companies providing pornographic material to Minnesota consumers.

Authorizes the Commissioner of Commerce to issue civil penalties of up to $10,000 for each violation of the age verification requirement.
