Appropriates $1,918,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Royalton for infrastructure improvements.

Funds cover design, engineering, permitting, and construction of publicly owned water main replacement, upgrades to clean drinking water infrastructure, and storm sewer drainage system improvements in conjunction with U.S. Highway 10 reconstruction in Royalton.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,918,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
