Amends Minnesota Statutes section 127A.47, subdivision 7, to modify how special education aid is calculated for charter schools and alternative attendance programs.

For fiscal year 2020, reduces special education aid to resident districts by 85 percent of unreimbursed special education costs; for fiscal year 2021 and later, reduces aid by 80 percent.

Requires 100 percent reduction in special education aid to resident districts for students attending charter schools, intermediate districts, or cooperatives where at least 70 percent of enrollment is eligible for special education services.

Introduces new calculation method for charter schools using "resident district cap rate" (average districtwide rate across current year and two previous years) multiplied by service hours, capped at the lesser of this amount or the standard unreimbursed cost calculation.

Effective for revenue in fiscal year 2021 and later.
