Goodhue County may sell, lease, or convey county-owned land that abuts Lake Byllesby to adjoining property owners who will gain direct access to the lake, notwithstanding Minnesota Statutes section 373.01, subdivision 1, paragraph (a), clause (3)

Any transfer must be for market value as appraised by the county and must reserve mineral rights and flowage easements relating to Lake Byllesby water levels to the county

Public parkland owned by the county is excluded from these transfer provisions

The act becomes effective the day after the Goodhue County Board complies with Minnesota Statutes section 645.021, subdivision 3
