• Directs the commissioners of human services, education, and employment and economic development to develop a coordinated plan to expand competitive integrated employment for individuals with disabilities, including transition-age youth ages 14-24, individuals with significant support needs, and those with mental illness.

• Requires the plan to include recommendations for aligning funding, creating employer incentives, building service capacity, providing equitable access to underserved populations (people of color, American Indians, greater Minnesota residents, and those ineligible for Medicaid waivers), and supporting small businesses owned by individuals with disabilities.

• Mandates joint reports to legislative committees and stakeholders by January 15, 2021, 2022, and 2023, outlining the plan and including legislative implementation recommendations.

• Requires reports to include summary data on individuals preferring competitive integrated employment, those secured in customized employment (by duration, hours, employer type, and wage), earnings data, service provider capacity, and data from states that have eliminated 14c certificates and subminimum wage.
