Amends Minnesota Statutes 2018, section 609.761, subdivision 5, to expand permitted uses of 50/50 raffle receipts conducted by school districts and nonprofit organizations supporting school programs.

Requires that one-half of gross raffle receipts be awarded as cash prizes, with the remaining one-half used only to defray school district costs of sending event participants to high school activities at other locations approved by the school board.

Establishes reporting requirements to the Gambling Control Board when gross receipts exceed $12,000 in a calendar year or $5,000 in a single raffle, including total gross receipts, expenses, prizes awarded, and accounting of expenditures.

School boards may refuse authorization for future raffles if organizations fail to file timely reports or submit incomplete or knowingly false information, and organizations may face penalties determined by the school board.

Prohibits merchandise prizes under high school raffle provisions and requires school board authorization, sales to persons 18 years or older only, and drawings held during or immediately after the event concludes.
