Requires meetings of interagency groups of state employees making recommendations regarding permitting decisions to be open to the public under Minnesota's open meetings law.

Amends Minnesota Statutes section 13D.01, subdivision 1 to add interagency groups to the list of public bodies whose meetings must be open, including executive sessions.

Requires votes of interagency group members to be recorded in a journal when meetings are open to the public under section 13D.01, subdivision 4.

Extends data practices application requirements in section 13D.015, subdivision 1 to include interagency groups under section 13D.01, subdivision 1, paragraph (e).

All amendments become effective the day following final enactment.
