Requires automatic sprinkler system installation in existing buildings with at least one story 75 feet or more above the lowest level of fire department vehicle access, fully operational by August 1, 2032.

Systems must comply with State Fire Code and State Building Code standards and be installed in portions of buildings where sprinklers would be required if newly constructed.

Exempts monuments, war memorials, airport control towers, open parking structures, agricultural buildings, owner-occupied residential buildings (70% or more), elevator equipment rooms, utility facilities, medical facilities, and OSHA-compliant manufacturing facilities.

Building owners must submit compliance plans to the state fire marshal by August 1, 2022, with the commissioner able to grant extensions for demonstrated inability to comply despite appropriate effort.

Commissioner may adopt rules, appoint a working group with representatives from fire agencies, building associations, housing authorities, and contractors to advise on implementation and extension applications.
