Appropriates money from the Help America Vote Act account to the secretary of state to improve election administration in accordance with the federal Help America Vote Act and the state's certified plan.

Requires spending to comply with federal maintenance of effort requirements based on Minnesota's state expenditures for the fiscal year ending June 30, 2000.

Makes appropriated funds subject to section 3.3005 and removes the prior requirement that money only be spent through direct appropriations enacted by law.

Becomes effective the day after final enactment and applies to all Help America Vote Act account balances existing on or after that date.
