Restricts state constitutional officers and employees from preparing or distributing newsletters, questionnaires, mass mailings, or individualized congratulatory letters during the 60-day period before the state general election in even-numbered years.

Prohibits photographs of officials performing office-related functions on state websites or publications during the 60-day pre-election period, though informational webcasts, archives, and audio/video files promoting duties or tourism remain unlimited.

Restricts the governor's spouse's civic or charitable work from being featured on state websites or publications during the 60-day pre-election period.

Expands the definition of "political activity" for state employees to include soliciting contributions, recording receipts, sending thank-you notes, preparing campaign materials, campaign planning, and training activities during hours of employment.

Requires the Secretary of State's election-related website to provide links to campaign websites of candidates and websites of individuals or groups advocating on ballot questions, activated within two business days of request and maintained until the day after the state general election or November 30, whichever is earlier.
