Requires public informational meetings every five years for each facility with a nonexpiring state individual air quality permit, held at locations convenient to the public.

Mandates that facility employees responsible for permit compliance and agency officials must be present at these public meetings to discuss permit conditions, testing results, operations, and compliance.

Sets meeting timeline for permits issued after December 31, 2015 within five years of issuance and every five years thereafter; permits issued on or before December 31, 2015 must have first meeting by December 31, 2021 and every five years thereafter.

Requires the commissioner to provide written reasons within 15 days when denying a person's request to review an existing permit.

Directs that the agency's direct and indirect costs for conducting these activities be recovered through air quality permit fees.
