Requires the Pollution Control Agency to estimate and consider cumulative levels and effects of past and current environmental pollution from all sources before issuing air quality permits for facilities in specific communities in Hennepin County.

Applies cumulative pollution analysis requirement only to facilities located in a city of the first class in Hennepin County that meets all five criteria: within half mile of EPA superfund site, majority low-income persons of color and American Indians, disproportionate childhood lead poisoning/asthma rates, history of air quality alert days, and location near major highway junctions.

Costs for conducting cumulative pollution analysis must be recovered through permit fees under existing fee provisions.

Establishes a new full-time community liaison position at the Pollution Control Agency funded through air quality permit fees to conduct administrative tasks and facilitate interaction between the agency and residents in communities exposed to air pollutants.

Effective the day following final enactment and applies to permits and permit reissuances for which applications are filed on or after that date.
