Requires all health plans providing coverage to Minnesota residents to cover treatment for PANDAS (pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections) and PANS (pediatric acute-onset neuropsychiatric syndrome) effective January 1, 2020.

Mandates coverage for treatments including antibiotics, medications, behavioral therapies, plasma exchange, and immunoglobulin when recommended by a licensed health care professional.

Requires health carriers to report to the commissioner of health by October 1, 2019 the number of times they denied coverage for PANDAS or PANS treatment and the specific treatments denied.

Directs the commissioner of health to compile carrier denial information into a single report and post it to the department website by November 1, 2019, identifying each carrier and specifying denial counts by treatment type.
