Prohibits local governments (counties, home rule charter or statutory cities, and joint powers entities) from entering into agreements with the federal government to provide detention facilities for persons held solely on civil violations of federal immigration law.

Voids any such agreements regardless of whether they were entered into before or after the bill's effective date.

Defines "federal government" to include U.S. agencies, departments, and entities operating under federal contract.

Takes effect the day following final enactment.
