Adds certified deaf interpreter certification issued by RID as an alternative qualification pathway for school district sign language/English interpreters, alongside existing RID, NAD, or state certification requirements.

Extends provisional certificate eligibility to certified deaf interpreters who hold RID certification, allowing them a two-year provisional period to develop and implement an education plan with a mentor.

Requires mentors to have NAD level IV or V certification, or RID certified interpreter and certified transliterator certification, with at least three years of interpreting/transliterating experience in any educational setting.

Allows one-time limited extension of the two-year provisional certificate based on documentation including mentor letters, parent support, district special education director endorsement, and regional service center representative letters.

Designates interpreters meeting the requirements as "essential personnel" under Minnesota Statutes section 125A.76.
