Establishes caregiver support programs under Minnesota Statutes section 256.9755 with goals to support family caregivers of persons with Alzheimer's disease or related dementias through respite services, education, and training.

Authorizes the Minnesota Board on Aging to allocate state and federal funds to area agencies on aging for caregiver support services, prioritizing areas with high respite care needs.

Requires the Board on Aging to submit annual progress reports by January 15, 2023, and thereafter to legislative committees with jurisdiction over human services, including metrics on grant program use.

Increases the monthly essential community supports benefit limit from $400 to $600 per person per month for persons age 65 and older, and adds "including respite care" to the list of eligible caregiver support services.

Appropriates $200,000 from the general fund in fiscal year 2021 to the Minnesota Board on Aging for caregiver support programs, with funding contingent on programs including Alzheimer's-specific respite services.
