Prohibits all state agencies, officers, employees, departments, boards, committees, commissions, councils, authorities, advisory task forces, entities, and organizations in the executive, legislative, and judicial branches from using state funds to purchase bottled water for general use or at meetings and events

Defines "bottled water" as water in a sealed, formed or molded plastic resin container intended as a single-service container

Defines "water" broadly to include natural spring or well water, municipal or private utility water, purified water, mineral water, carbonated or sparkling water, and any of these with added chemicals or flavorings

Takes effect the day following final enactment and applies to all purchases made on or after that date
