Requires health insurance coverage of diagnostic or supplemental magnetic resonance imaging (or ultrasonic scanning if imaging is not possible) as a preventive service for enrollees at risk for breast cancer.

Defines "at risk for breast cancer" as: having a family history with one or more first- or second-degree relatives with breast cancer; testing positive for BRCA1 or BRCA2 mutations; having heterogeneously dense or extremely dense breasts per American College of Radiology standards; or having a previous diagnosis of breast cancer.

Maintains existing requirement that digital breast tomosynthesis be covered as a preventive service for enrollees at risk for breast cancer.

Excludes public health care programs under chapters 256B or 256L from this requirement.

Effective January 1, 2021, for health plans offered, issued, or renewed on or after that date; does not prohibit coverage for enrollees not considered at risk for breast cancer.
