Establishes a retired state service dog veterinary care account in the special revenue fund to reimburse veterinary care costs for dogs that have served in official capacities for executive branch state agencies.

Defines "state service dog" as dogs serving or having served in law enforcement, security, facility safety, search, handler protection, or other official law enforcement activities for state agencies.

Requires each executive branch state agency to contribute $1,000 annually to the account for each state service dog employed during the fiscal year, with funding coming from general operations if not separately appropriated.

Allows owners of retired state service dogs to apply for annual reimbursement of documented veterinary care costs up to $1,500 per dog per year.

Effective date is July 1, 2020, applying only to dogs that begin state service on or after that date.
