• Mandates all state and local law enforcement agencies establish and enforce written policies identical or substantially similar to the board's model policy and certify annually to the board of compliance.

• Requires all peace officers to complete at least seven hours of classroom and skills-based training on confidential informant recruitment, control, and use before taking the peace officer licensing examination on or after January 1, 2021, and every five years thereafter.

• Prohibits informants receiving substance abuse treatment, those under age 18 without parental consent, and those at risk from drug overdose from conducting controlled buys or sales, though they may provide information; authorizes board enforcement through compliance reviews, licensing sanctions, and injunctive relief.
