HF3127 Summary

• Creates the Parent Representation in Child Protection Proceedings Task Force to make recommendations for expanding court-appointed counsel to eligible parents, guardians, and custodians in child protection proceedings involving risk of child removal.

• Task force shall recommend on program administration, attorney recruitment and retention, implementation costs, and state-county funding division.

• Task force consists of 24 members including legislators, judges, county officials, parent representatives, Indian tribe representatives, and individuals with personal child welfare experience, with members appointed by July 15, 2020.

• Commissioner of Human Services shall convene the first meeting by August 15, 2020, and task force must elect co-chairs and comply with Minnesota Open Meeting Law.

• Task force shall submit findings and recommendations, including proposed legislative changes, to legislative committees by February 1, 2021, and expires upon submission of report.
