Appropriates $137.5 million from the outdoor heritage fund for fiscal year 2021 to the Department of Natural Resources for land acquisition, habitat restoration and enhancement across prairies, forests, wetlands, and habitat projects statewide.

Modifies Lessard-Sams Outdoor Heritage Council open meetings requirements to mandate live video streaming and archiving of council meetings held at the Capitol complex, and extends legislative oversight hearing deadline from June 30, 2014 to June 30, 2021.

Amends motorized vehicle use in wildlife management areas to allow persons with permanent physical disabilities holding valid disability parking certificates or license plates to use snowmobiles, ATVs, highway-licensed vehicles, or motorboats, replacing the previous permit requirement.

Extends availability timelines for prior appropriations: Roseau Lake Rehabilitation to June 30, 2022 and Accelerated Native Prairie Bank Protection to June 30, 2022.

Modifies monitoring and enforcement fund allocations in several prior habitat projects, including increasing the Carnelian Creek Conservation Corridor fund from $30,000 to $120,000.
