Increases ICF/DD operating payment rates by 5 percent effective July 1, 2020, and another 5 percent effective July 1, 2022, based on occupied beds and excluding property-related payments.

Establishes biennial rate increases beginning July 1, 2024, tied to the average increase in disability waiver residential support services rates under section 256B.4914.

Removes the October 1, 2000 effective date restriction on variable rate adjustments, allowing them to be recommended whenever there is documented increased need for current ICF/DD recipients.

Adds new variable rate justification requirements including documentation of service needs changes, cost basis, expected outcomes, and progress monitoring frequency.

Increases the maximum reimbursement level for services during the day from 75 percent to 100 percent of a recipient's prior day training and habilitation service costs.
