Requires responsible social services agencies to coordinate prenatal alcohol exposure screenings for children entering foster care as soon as practicable but no later than 45 days after removal from the child's home, if the child has not previously been screened or identified as prenatally exposed to alcohol.

Mandates that screenings be conducted in accordance with existing prenatal alcohol exposure screening best practice guidelines and criteria developed by the statewide fetal alcohol spectrum disorder prevention and intervention organization that receives state funding.

Effective date is August 1, 2020 for children who enter foster care on or after that date.

Amends Minnesota Statutes 2018, section 260C.219, which outlines agency responsibilities for parents and children in foster care placement.
