Departments of Education and Health must collaboratively develop evidence-based smoking prevention instructional materials focused on vaping, electronic delivery devices, and heated tobacco products for school districts.

Public schools must provide vaping prevention instruction at least once to students in grades 6 through 8 using evidence-based research and may use model materials or other approved smoking prevention materials.

Public schools are strongly encouraged to provide vaping prevention instruction to students in grades 9 through 12.

Public schools are encouraged to use peer-to-peer education programs to deliver vaping prevention instruction.

Commissioner of education must include questions regarding tobacco use and vaping in the Minnesota student survey.
