Amends Minnesota Statutes section 62Q.81 to clarify health insurance provisions related to essential health benefits packages required under the Affordable Care Act for individual and small group health plans.

Specifies that cost-sharing limits for individual health plans are based on Internal Revenue Code section 223(c)(2)(A)(ii) amounts, adjusted annually by a premium adjustment percentage, with increases rounded to the nearest $50 increment.

Requires health plan companies offering any bronze, silver, gold, or platinum level coverage to also offer that coverage level to individuals under age 21.

Permits catastrophic plans as alternative compliance if they limit enrollment to individuals under age 30, those unable to access affordable coverage, or those experiencing hardship, and provide essential health benefits after the individual meets the cost-sharing limitation plus coverage for at least three primary care visits.

Becomes effective August 1, 2020, for health plans offered, issued, or renewed on or after that date.
