Amends Minnesota Statutes section 245A.16, subdivision 1, regarding family child care licensing and variance authority delegated to county agencies.

Requires county agencies designated to issue family child care variances to publish their variance policies and criteria on the county's public website and update them as necessary.

Requires county agencies to annually distribute their variance policies and criteria to all family child care license holders in the county.

Maintains that certain variances remain under commissioner authority only, including dual licensure combinations, adult foster care capacity and age requirements, disqualified individuals, caregiver presence requirements, and chemical use problems.

Maintains the maximum allowable family child care license capacity at 14 children, except as provided under section 245A.14, subdivision 4, paragraph (e).
