Amends Minnesota Statutes section 123B.52 to clarify school district transportation contracting procedures and related procurement requirements.

Allows school boards to make transportation contracts through direct negotiation, written quotations, or sealed bids, with performance bonds required only at board discretion.

Permits school boards to require performance bonds on finished tangible product contracts at their discretion, and allows negotiated procurement with tied low bidders or single bidders.

Requires school boards to adopt written resolutions at public meetings (with 30 days' notice) before authorizing project labor agreements for construction or repair projects.

Effective the day following final enactment.
