School boards must adopt comprehensive strategic plans that include goals for equitable access to effective and racially and ethnically diverse teachers, strategies for examining teacher distribution equity, and culturally relevant curriculum for all learners.

Sets state goal for teachers of color and American Indian teachers to increase at least two percentage points per year by 2040 to reflect Minnesota's increasingly diverse student population.

Requires biennial reporting beginning in 2020 by the Professional Educator Licensing and Standards Board on effectiveness of state-funded programs to increase racial and ethnic diversity of teacher workforce, including recommendations for policy and funding to achieve diversity goals.

Establishes "Grow Your Own" grant programs for school districts to develop residency programs, serve adults seeking teaching careers, and support secondary students of color in pursuing teaching through tuition scholarships, stipends, and mentoring.

Appropriates funds for teacher diversity grants, Grow Your Own programs, mentoring and retention programs for teachers of color, and reporting on teacher diversity initiatives.
