Exempts hairstyling and makeup services from state licensing requirements under Minnesota Statutes Chapter 155A.

Defines "hairstyling" as cleaning, drying, arranging, or styling hair, including use of hair sprays, shampoos, conditioners, extensions, and wigs, but excludes cutting or application of dyes, bleach, keratin, or other chemical treatments.

Defines "makeup services" as application of cosmetics to enhance the face or skin (including powder, foundation, eyeshadow, mascara, and lipstick), but excludes permanent makeup, tattooing, and facial services.

Removes hairstyling and makeup services from the definition of "cosmetology" and "esthetician" services requiring licensure.

Facilities providing only hairstyling, makeup services, or threading are exempt from salon licensing requirements.
