Establishes a state rent assistance account within the housing development fund, with money appropriated to the Minnesota Housing Finance Agency for grants to local housing authorities.

Defines eligible persons as individuals or families with annual income up to 50 percent of area median income who pay more than 30 percent of annual income on rent, excluding those receiving federal Section 8 assistance.

Authorizes local housing authorities or approved nongovernmental organizations to provide tenant-based or project-based rent assistance equal to the difference between 30 percent of household income and rent charged, plus utilities if needed.

Limits rent assistance to not exceed the difference between 30 percent of household income and 110 percent of the applicable fair market rent as determined by the U.S. Department of Housing and Urban Development.

Requires the agency to distribute grants to each county proportionally based on the number of eligible persons according to the most recent American Community Survey, with local authorities allowed to use up to a specified percentage of grants for administrative costs.
