Extends the deadline for issuing new adult foster care licenses with a fifth bed capacity from June 30, 2019 to June 30, 2024, allowing existing facilities licensed before the deadline to continue operating with five beds if requirements are met.

Changes the timeline for intensive support service planning meetings from "within 45 days of service initiation" to "before providing services or within 90 calendar days, whichever is shorter."

Permits designated coordinators to delegate direct observation and assessment of direct support staff competency to individuals previously deemed competent by the coordinator, rather than requiring the coordinator to conduct all evaluations personally.

Requires the fifth bed exception to comply with physical environment standards, obtain written informed consent from residents, and limit the exception to facilities licensed for adult foster care before March 1, 2016.
