Modifies payment rates for respite care and individualized home supports with training services under Minnesota's disability waivers, effective January 1, 2021, or upon federal approval.

Removes respite services from the list of applicable services and creates separate payment calculation methodology with updated wage index and component values for respite care.

Establishes new component values for unit-based services with programming for individualized home supports with training, including separate absence and utilization factor ratio of 7.5 percent.

Requires Commissioner of Human Services to update base wage index biennially on July 1, 2022 and thereafter using Bureau of Labor Statistics data, and to report biannually on competitive workforce factor adjustments.

Implements technical updates to payment calculation procedures for residential support services, day programs, and unit-based services to reference revised wage indices and component ratios throughout multiple subdivisions.
