Establishes state licensure requirements for behavior analysts and assistant behavior analysts under the Board of Psychology, effective January 1, 2021 for practice restrictions and July 1, 2020 for other provisions.

Requires applicants to hold current national certification from the Behavior Analyst Certification Board or pass equivalent examination administered by nationally accredited credentialing organization.

Prohibits unlicensed individuals from practicing applied behavior analysis or using related titles, with violators guilty of misdemeanor; exempts licensed psychologists and certain other professions.

Creates 7-member Behavior Analyst Advisory Council to advise board on standards, license applications, complaints, and disciplinary matters; initial appointments required by September 1, 2020.

Mandates biennial license renewal every two years with written informed consent requirements for services, duty to warn provisions for violent threats, and competency standards for behavior analysts.
