Prioritizes audit selection from districts or schools identified for improvement, or in accordance with the state plan under the Elementary and Secondary Education Act.

Changes mandatory language in subdivision 9(c) from "shall" to "must" regarding the commissioner's January 25 annual report to legislature on non-compliant districts.

Maintains existing commissioner authority to identify districts not making sufficient progress and require them to use up to two percent of basic general education revenue for improvement strategies over three school years.
