Amends Minnesota Statutes 2018, section 124E.11 to create enrollment preference requirements for charter schools located in Castle Rock Township, Dakota County.

Charter schools in Castle Rock Township must give enrollment preference to students residing within a two-mile radius of the school and to siblings of enrolled children when enrollment capacity is exceeded.

Maintains existing enrollment preferences for siblings of enrolled pupils, foster children, and school staff children, and allows preference for preschool/prekindergarten program graduates.

Requires charter schools to develop and publish a lottery policy on their website for accepting students by lot when applications exceed capacity.

Provision is effective for enrollment decisions made on or after July 1, 2019.
