$250,000 appropriated in fiscal year 2020 to Winona State University and $150,000 to Minnesota State College Southeast for career and technical educator pilot project development.

Winona State University must develop a teacher preparation program leading to initial licensure in at least one career and technical education license area by the 2022-2023 school year.

Winona State University must partner with Minnesota State College Southeast to provide subject matter training, with candidates ideally earning an associate's degree from the college and bachelor's degree from the university.

Appropriated funds may be used for analyzing existing course offerings for compliance with state rules, determining needed course adjustments or creation, designing and implementing courses, and securing approval from the Professional Educator Licensing and Standards Board.

Unencumbered balances do not cancel until July 1, 2023.
