Establishes a nursing home energy efficiency grant program administered by the Department of Commerce to award grants for energy conservation improvements at nursing home facilities.

Grants are limited to $500,000 per applicant and may fund design, engineering, procurement, and installation of energy conservation improvements.

Selection criteria for grants include energy usage reduction, facility long-term viability, project readiness, innovation, community impact, fossil fuel emission reductions, job creation, and retention of living-wage jobs.

Appropriates $20,000,000 from the general fund in fiscal year 2021 for the grant program, with up to 5% available for administrative costs and all funds expiring June 30, 2022.

Requires the commissioner to submit a report by September 1, 2022, detailing program spending, results achieved, number of participants, project types completed, energy reductions, and estimated customer bill savings.
