• Requires special transportation service providers to conduct daily inspections of vehicles and equipment, maintain comprehensive maintenance records, and keep specialized equipment for disabled persons in safe operating condition at all times.

• Adds requirement for providers to maintain a record of trips limited to date, time, and driver's name, and adds record of emergency door/window and wheelchair lift functionality tests.

• Authorizes the commissioner to refuse certification or suspend/revoke a provider's certificate of compliance if key individuals are disqualified or not on the provider's active roster as defined in section 245C.02.

• Establishes procedures for written notice and enforcement when disqualified individuals continue performing services, with penalties up to $1,000 per violation and provisions for contested case appeal.

• Repeals the variance provision that previously allowed nonemergency medical transportation providers to request exemptions from operating standards.
