Permits the city of North Branch to increase its Public Utilities Commission membership from the current size to five members, notwithstanding existing Minnesota Statutes sections 412.331 and 412.341.

Limits the number of commissioners who may also serve as city council members to no more than two.

Requires terms for additional members to be staggered and established according to the Public Utilities Commission bylaws.

Becomes effective the day after the city's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
