Expands who may request employment information from employers during law enforcement background investigations to include candidates for employment in any capacity, not just investigative subjects.

Changes authorization requirement from "original authorization and release" to simply "authorization and release" signed by the employee or former employee.

Allows "an authorized representative" of a law enforcement agency, rather than requiring "a sworn peace officer," to request employment information and sign court orders for disclosure.

Permits district courts to issue ex parte orders compelling employers to disclose employment information if they refuse requests, enforceable through civil or criminal contempt of court.

Requires law enforcement agencies to notify the Peace Officer Standards and Training Board when initiating background investigations, providing the candidate's full name, date of birth, and peace officer license number if known.
