Increases the annual production limit for microdistilleries from 40,000 to 100,000 proof gallons per calendar year.

Allows microdistilleries producing 40,000 proof gallons or less to obtain an off-sale license for selling distilled spirits directly to consumers with local licensing authority approval and commissioner consent.

Permits sale of up to 4.5 liters per customer per day of on-site manufactured product through the off-sale license.

Requires off-sale hours to conform to retail off-sale licensee hours in the licensing municipality and restricts sales to brands also available through wholesalers.
